Action: Professional Services Agreement with Averhealth for Alcohol and Drug Urinalysis Testing Services for the Veterans Treatment Court (Mitchell Kalauli)

PURPOSE:

To consider approval of a five (5) year Professional Services Agreement (500834) with Averhealth, to provide alcohol and drug urinalysis testing services for eligible participants in the Lake Havasu City Veterans Treatment Court in accordance with City Code §§ 3.10.010.2 (Specialized Services), 3.10.010.3.A.3, and 3.10.030.1.

 

BACKGROUND:

Lake Havasu City Veterans Treatment Court has been in operation since November 2013.  The purpose of the Veterans Treatment Court is to offer Veterans who become involved with the criminal justice system, as either a pre-adjudicated case or a post-adjudicated case, an alternative to incarceration and other consequences that accompany misdemeanor convictions. While treatment and other resources are available through the VA, resources are extremely limited locally and many Veterans do not qualily for VA services.

 

The mission of the Lake Havasu Veterans Treatment Court is to promote public safety through the collaborative effort of the criminal justice team by establishing individualized treatment plans and providing the tools necessary for successful community reengagement thereby; breaking the revolving door cycle among our Justice Involved Veterans.

 

COMMUNITY IMPACT:

Strengthening treatment programs reinforces the City’s and community’s commitment to supporting the Veterans Treatment Court; providing necessary treatment for justice involved veterans and enhancing the safety of our community.

 

FISCAL IMPACT:

Funds in the amount of $30,000 are allocated annually and available in the Municipal Court proposed beginning Fiscal Year 2026-27 budget and approved by the Arizona Supreme Court Administrative Office of the Courts.

POSSIBLE MOTION:Recommended Action

I move to approve and authorize the City Manager to execute the Professional Services Agreement with Averhealth, for Alcohol and Drug Urinalysis Testing Services for Veteran Treatment Courts.

 

I move to not approve the Professional Services Agreement with Averhealth, for Alcohol and Drug Urinalysis Testing Services for Veteran Treatment Courts.
