COUNCIL COMMUNICATION

TO:                                          Honorable Mayor and Council

FROM:                     Mike Wolfe, P.E. Engineering Manager

SUBJECT:Title

Action: Resolution No. 26-3950 Approving the Intergovernmental Agreement with Mohave County, Arizona, to Provide MS-4 Sampling Services (Mike Wolfe)

Body

FUNDING SOURCE:

N/A

PURPOSE:

To adopt a resolution approving an Intergovernmental Agreement with Mohave County for storm water sampling.

BACKGROUND:

Mohave County has a difficult time sampling the seven (7) washes it is responsible for in the Lake Havasu City area due to the County staff being located in Kingman. The distance prevents the County staff from getting to the wash outfall locations to capture the first flush of wash flows during rainfall events. Due to the City’s storm water team’s proximity, the County Engineer requested assistance.  Under the proposed agreement, the County agrees to compensate the City for the sampling services provided based on time and materials and the fully burdened rates applicable at the time the services are rendered.  The City will invoice the County for the services provided, not to exceed $5,000.

Sampling is limited to providing one set of characterization and one set of Discharge Monitoring Report (DMR) for wet season and dry season for the ADEQ published Lake impairment of Selenium.

COMMUNITY IMPACT:

Providing this service for Mohave County will help the County take appropriate steps to mitigate sole source pollutants from flowing into Lake Havasu.

FISCAL IMPACT:

The City will receive compensation for the services rendered up to $5,000.
