Action: Bid for the Runway Lights and Signs Improvement Project to Rural Electric, Inc. (Robert C. Kane)

FUNDING SOURCE:

CIP - Airport Fund (4.47%)

CIP - AZ Department of Transportation (ADOT) Grant (4.47%)

CIP - Federal Aviation Administration (FAA) Grant (91.06%)

 

PURPOSE:

To consider the award of a bid for the Runway Lights and Signs Improvement Project (Contract 500657) to Rural Electric, Inc., in accordance with City Code §§ 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.

 

BACKGROUND:

This project replaces legacy incandescent lighting systems that are beyond useable service life, inefficient, and hard to maintain. The project replaces the Runway Lights, Runway End Identifier Lights (REILs), and Runway Distance Remaining Signs with up-to-date LED lighting systems.

 

On April 30, 2025, sealed bids were opened and four (4) bids were received as follows:

 

Pavex Corp. - $337,812

Rural Electric, Inc. - $368,728

Scenic Electric, Inc. - $456,655

American Southwest Electric Arizona, Inc. - $627,515

Engineers Opinion of Construction Costs - $500,448

 

The apparent low bidder, Pavex Corp., failed to submit all required documents and was deemed non-responsive. Therefore, staff is recommending award of the bid to Rural Electric, Inc.

 

COMMUNITY IMPACT:

The Lake Havasu City Airport is a vital economic and transportation hub in our community. It plays a significant role in the local economy as well as bringing in many work-related visitors (military and civilian training).

 

FISCAL IMPACT:

Funds in the amount of $368,728 are allocated and available in the Capital Improvement Plan for this project which will be funded as follows: 91.06% - FAA Grant; 4.47% - ADOT Grant; 4.47% - Airport Fund.
