PURPOSE:

To seek input and consider adoption of a resolution approving the submission of an Arizona Department of Housing FY 26 Community Development Block Grant (CDBG) application to support the Owner-Occupied Housing Rehabilitation Program.

 

BACKGROUND:

Lake Havasu City uses the CDBG Owner-Occupied Housing Rehabilitation Program to assist income-qualified homeowners with necessary repairs to maintain safe, decent, and sanitary living conditions. This program addresses the City’s identified housing and community development needs and aligns with CDBG National Objectives by benefiting low- and moderate-income (LMI) households.

 

Grant activities will focus on preserving existing housing stock and supporting vulnerable residents. Eligible repairs may include roofs, electrical and plumbing systems, HVAC, and ADA accessibility modifications. 

 

Staff conducted the first public hearing on February 18, 2025. A second public hearing and City Council approval is a necessary step in the grant application process to the Arizona Department of Housing.

 

COMMUNITY IMPACT:

The rehabilitation of owner-occupied homes improves the safety and sustainability of existing housing for low- to moderate-income residents. It also strengthens neighborhoods and supports community stability by allowing residents-particularly seniors, disabled persons, and low-income families-to remain safely housed.

 

FISCAL IMPACT:

The City is expected to receive approximately $464,000 in FY 2026 CDBG funds from the Regional Account.

SUGGESTED MOTION:Recommended action

I move to adopt Resolution No. 25-3869 authorizing the submission of an application to the State of Arizona, Department of Housing for Federal FY 2026 CDBG funds, and authorize the Mayor to sign the application and contract or grant documents for receipt and use of these funds for owner-occupied housing rehabilitation, and authorize and direct the City Manager to take all actions necessary to implement and complete the activities submitted in the application; subject to review and approval of the City Attorney.
