SITE ANALYSIS:
The subject property is located on Sweetwater Avenue, between Oro Grande Boulevard and Osborn Drive. The property to the west is zoned General Commercial (C-2) District and is currently a vacant lot. The property to the east is zoned Residential Multi-Family/Planned Development (R-M/PD) District and is developed as a multi-family complex. The properties to the south are zoned Residential Limited Multi-Family/Planned Development (R-3/PD) District and are developed with single family houses. To the north, across Sweetwater Avenue, is AZ Highway 95. Area and Zoning Maps are attached.
PROPERTY AND APPLICATION BACKGROUND:
The site is currently being developed into a 48-unit storage complex that is under construction. The proposed condominium plat will convert the units into condominiums and allow them to be individually owned and included as part of an association along with the common portions of the development.
The project includes:
• 48 storage units
• Common shared area for ingress, egress, maintenance and operation of utilities, sewage, drainage, refuse collection and emergency vehicles.
In November 2021, the City Council amended the Development Code to no longer allow storage units in the C-2 zoning district. However, on December 14, 2021, this property was rezoned to C-2/PD with the exception to allow storage units, so the storage unit use is allowed.
The project will have a property owners association to manage and maintain the association improvements. Common area will be privately owned and the water and wastewater within the subdivision is installed and maintained by the association.
The Final Plat Map is attached.
COMMENTS FROM OTHER DEPARTMENTS/AGENCIES:
Staff received no objections from reviewing parties.
The Planning and Zoning Commission approved the preliminary plat for the project by a vote of 7-0 at its August 16, 2023, meeting.
