Action: Resolution No. 25-3814 Approving the Submission of a Grant Application to the State Homeland Security Grant Program through the Arizona Department of Homeland Security for Crash-Rated Removable Bollards (Chief Stirling)

PURPOSE:

To consider adopting a resolution approving the submission of a grant application to the Arizona Department of Homeland Security (AZDOHS) for the purchase of crash-rated removable bollards.

 

BACKGROUND:

The Arizona Department of Homeland Security announced a grant funding opportunity through the State Homeland Security Grant Program (SHSGP), which assists state, tribal, and local preparedness activities.  The City is seeking approval to apply for grant funding to purchase forty (40) crash-rated removable bollards for use during street closures and special events as a measure of protection for our citizens and visitors in attendance. The application deadline is February 28, 2025, and if awarded, the grant performance period would begin October 1, 2025.

 

COMMUNITY IMPACT:

Lake Havasu City currently utilizes a combination of portable (water filled) barricades, large vehicles, heavy equipment, and modular vehicle barriers to provide protection at designated areas of ingress and egress for special events.  The potential for Lake Havasu City to augment these methods with crash-rated removable barriers will assist in enhancing safety and support overall security at these events.

 

FISCAL IMPACT:

Appropriation in the amount of $214,000 will be requested through the Fiscal Year 2025-26 budget process.  This total is comprised of grant funding in the amount of $134,000 and a General Fund contribution of $80,000.

SUGGESTED MOTION:Recommended Action

I move to adopt Resolution No. 25-3814 approving the submission of a State Homeland Security Grant Program grant application to the Arizona Department of Homeland Security for crash-rated removable bollards, and authorize the City Manager to execute the grant agreement, deliver all documents necessary to carry out the terms and intent of the grant, and take all steps necessary to implement and complete activities funded and required by the grant, subject to necessary review and approval by the City Attorney.
