PURPOSE:

To consider adopting a resolution authorizing the vacation and sale of City-owned Tract 2183, Block 8, Parcel J, approximately 2,000 square foot parcel located between Lots 4 and 5 of Block 8, to the singular owner of both adjacent Lots 4 and 5 of Block 8. 

 

BACKGROUND:

In December 2025, the owner of the two adjacent commercial properties, vacant Lots 4 and 5 of Block 8, Tract 2183 submitted an application to purchase a 20-foot by 100-foot City-owned parcel located directly next to their properties. City-owned parcels such as Parcel J are found throughout the community, often within parking-in-common areas, and were originally intended to serve as pedestrian walkways providing access to alleys and/or City rights-of-way.

 

In 1998, the City and the London Bridge Shopping Center Association, Inc. (now London Bridge Plaza, Inc.) entered into a license agreement allowing the construction and maintenance of restroom buildings, landscaping, and pedestrian walkways on Parcels D, L, and J. Parcel J currently contains one of the two restroom buildings serving the London Bridge Shopping Center. These improvements were constructed and have been maintained by London Bridge Plaza, Inc. The organization has submitted a letter supporting the sale and expressing willingness to work with both the City and the future property owner to revise the existing agreements as needed.

 

The Agreement between the City and London Bridge Plaza, Inc., has been updated to current standards, including the removal of Parcel J from the agreement, and is scheduled for City Council consideration immediately following action on this item.

 

Staff have determined the property is no longer necessary. The utility companies were also notified to determine if the property is needed to provide services.

 

Using the standard formula of $10.00 per square foot, a value of $20,000 has been assessed to Parcel J. The same owner owns both adjacent parcels so there was no need to consult any additional adjacent owners. If the City Council authorizes the vacation and sale of the property, a deed will be created, and the purchaser will take title and tie Parcel J to the adjoining Lots 4 and 5.

N/A

 

FISCAL IMPACT:

Proceeds from the sale in the amount of $20,000 to be placed in the City’s Property Acquisition Fund. Future improvements to the property will likely increase the assessed valuation, and the City will receive additional property tax revenue.
