Action: Construction Contract for Fiscal Year 2025-26 GSB-88 Airport Asphalt Seal Program to American Road Maintenance (Kip Turner)

PURPOSE:

To consider award of Construction Contract 500760 to American Road Maintenance for runway 14/32, Taxiway A, and four (4) taxiway connectors sealcoat application and materials in accordance with City Code Section §§ 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.

 

BACKGROUND:

This project calls for the supply and application of GSB-88 standard asphalt sealcoat with aggregate to seal Runway 14/32 and GSB-88 standard asphalt sealcoat without aggregate to seal Taxiway A and four (4) connectors at the Lake Havasu City Municipal Airport.          

 

This is considered routine maintenance every three to five years to extend the useful life of the existing asphalt. The project will include repainting the lines, legends, or numbers of the marked pavement areas following the GSB-88 sealing application.

 

On February 25, 2026, sealed bids were opened for the project, and six (6) bids were received in response.  The six qualifying bids were:

 

American Road Maintenance - Base Bid = $427,660

Maxwell Asphalt, Inc - Base Bid = $442,830

Hi-Lite Airfield Services - Base Bid = $470,880

CR Contracting - Base Bid = $511,190

Straight Stripe Painting - Base Bid = $609,078

Sunland Asphalt and Construction - Base Bid = $702,000

 

COMMUNITY IMPACT:

The Lake Havasu City Airport is a vital economic and transportation hub in our community. It plays a significant role in the local economy as well as bringing in many work-related visitors (military and civilian). The award of this bid will ensure that the City is maintaining this infrastructure and ability to conduct safe and efficient operations at the Airport in a positive and safe manner.

 

FISCAL IMPACT:

Funds in the amount of $427,660 are allocated and available in the Fiscal Year 2025-26 Airport Fund budget via a budgeted transfer from the General Fund.
