PURPOSE:

To consider approval of Task Order Number 13 to the Master Professional Services Agreement (Contract 500225) with C&S Engineers, Inc., for the Terminal Apron Reconstruction Project in accordance with City Code §§ 3.10.010.2 (Technical Registrant) and 3.10.030.1.

 

BACKGROUND:

Lake Havasu City is undertaking the design phase of the Terminal Apron Reconstruction Project at the Lake Havasu City Municipal Airport. The project is being completed with grant assistance from the Federal Aviation Administration (FAA) and the Arizona Department of Transportation (ADOT) and will prepare the terminal apron for a future pavement reconstruction project.

To support the successful delivery of this project, the City is utilizing its existing Engineering/Architectural Consultant Master Professional Services Agreement (No. 500225) with C&S Engineers, Inc., through Task Order Number 13.

 

The scope of design and bidding services along with grant administration includes: environmental documentation; topographic surveying and geotechnical investigation; schematic, preliminary, and final design; preparation of plans, specifications, cost estimates, and a construction safety and phasing plan; coordination with the City, FAA, and ADOT; and bid-phase assistance. The performance period is one year from issuance of the Notice to Proceed.

 

COMMUNITY IMPACT:

The terminal apron supports aircraft parking, movement, and access to airport facilities. This design will prepare the Airport for future reconstruction, help maintain FAA compliance, and support safe operations for emergency services, business aviation, tourism, and general aviation.

 

FISCAL IMPACT:

Funds in the amount of $196,189 are allocated and available for this project in the Fiscal Year 2026-27 Capital Improvement Plan. The Federal Aviation Administration will fund 95% of the project ($186,379.55), the Arizona Department of Transportation will fund 2.5% ($4,904.73), and the remaining 2.5% ($4,904.72) will be funded by the City from the Airport Fund.
