PURPOSE:
To consider approval of Owner-Occupied Housing Rehabilitation Project P.O. 0032981 (Project) in an amount not to exceed $110,000, exceeding the $100,000 threshold established by the Housing Rehabilitation Program Guidelines.
BACKGROUND:
The Project was awarded at $92,025 to address significant damage caused by a sewage backup that left the residence in an unsafe and unsanitary condition. During construction, additional deficiencies were identified that could not be fully assessed until demolition occurred. Additional authorization is needed to complete necessary health, safety, and code-related repairs, bringing the total Project cost to an amount not to exceed $110,000.
COMMUNITY IMPACT:
Approval will support the City’s commitment to preserving safe and affordable owner-occupied housing for eligible low- and moderate-income residents and will protect the City’s existing grant investment in the residence.
FISCAL IMPACT:
The original construction contract is $92,025. Additional grant funding may be used for eligible and necessary rehabilitation work, resulting in a total Project amount not to exceed $110,000.
Project P.O. 0032981 will be funded through ADOH HOME Grant 308-25 and CDBG Grant 106-26. Supplemental items will be inspected, documented, evaluated for eligibility, and procured in accordance with applicable requirements. There is no impact to the General Fund.

I move to approve exceeding the Housing Rehabilitation Program Guidelines threshold for Owner-Occupied Housing Rehabilitation Project P.O. 0032981, using HOME Investment Partnerships Program and Community Development Block Grant funds, subject to Arizona Department of Housing approval and all applicable program and procurement requirements, in an amount not to exceed $110,000.
