PURPOSE:

To secure an amendment to the Arizona Department of Transportation (ADOT) Airport Improvement Grant E5S1R to modify runway edges to airport industry standards and remediate spider cracks near the centerline of the northern portion of Runway 14.

 

BACKGROUND:

ADOT offered a $297,000 state shared airport improvement grant (ADOT No. E5S1R - AP1650) on July 16, 2014, to construct erosion and FOD control improvements near Runway 14 and Taxiway “A”.

 

The city requested a grant amendment of $250,000 to remediate non-standard runway edges and spider cracks near the centerline of the northern portion of Runway 14. The runway edge deficiency and spider cracks came about during the runway pavement overlay project construction in the summer of 2014. This grant amendment will bring the runway edges back to industry standards, remove the spider cracks, and increase the life span of the runway pavement.

 

This amendment will provide for project design, construction, and construction management on airport-controlled property.

 

COMMUNITY IMPACT:

The runway edge edges do not meet FAA standards for runways and could pose a hazard.  The spider cracks in the pavement will lead to a much-reduced life span for the pavement and generation of FOD.  The construction of these improvements will meet FAA standards and provide a longer pavement life span.

 

FISCAL IMPACT:

The amendment to ADOT Airport Improvement Grant E5S1R, will provide 90% or approximately $492,300 of the total cost including the amendment with a remaining city match (total grant) of 10% or approximately $54,700.  In addition, staff can document the time involved in this project to reduce the city's match amount.

SUGGESTED MOTION:Recommended Action

I move to adopt Resolution No. 15-2948 approving Amendment No. 1 to the Airport Development Reimbursable Grant Agreement E5S1R with the Arizona Department of Transportation Multimodal Planning Division Aeronautics Group and authorize the Airport Supervisor to execute the Amendment on behalf of the City.
