PURPOSE:

To consider adoption of a resolution ratifying the submission of an application to the Substance Abuse and Mental Health Services Administration (SAMHSA) to enhance the Veterans Treatment Court Program and address the needs of Veterans involved in the criminal justice system. The Grant to Expand Substance Use Disorder Treatment Capacity in Adult and Family Treatment Drug Courts will include treatment, urinalysis testing, continuous monitoring services, and training for the Veterans Treatment Courts in Mohave County in the amount not to exceed $1,429,145 for five (5) years.

 

BACKGROUND:

The purpose of this grant is to expand substance use disorder (SUD) treatment and recovery support services in existing drug courts. Grant recipients will be required to implement a coordinated, multisystem approach that combines the legal authority of treatment drug courts with evidence-based SUD treatment services. Key stakeholders include the judiciary, prosecution, defense attorneys, probation services, law enforcement, mental health and SUD professionals, social service agencies, and health care treatment providers. The objective is to disrupt the recurring pattern of criminal behavior, substance use, and incarceration or other legal consequences.

 

The Lake Havasu City Veterans Treatment Court has successfully administered a Bureau of Justice Assistance (BJA) grant the last five (5) years serving The Lake Havasu City Veterans Treatment Court and the Kingman Veterans Treatment Court. This grant opportunity will allow the Lake Havasu City Veterans Treatment Court to expand to serve the Kingman and Bullhead Veterans Treatment Courts as a regional Veterans Treatment Court and continue to serve all Veterans in our communities. 

 

COMMUNITY IMPACT:

Strengthening treatment and testing programs of Veterans in the judicial system will enhance the safety of our community.

 

FISCAL IMPACT:

SAMHSA Grant funds in the amount of up to $1,429,145 for five years. There are no matching/cost sharing requirements. There is no obligation to continue the services beyond the completion of the grant. Only future operational costs per year would be the DCCM Case Management System of $8,000 from Court Restricted Funds.
