PURPOSE:
To consider adopting a resolution authorizing the submission of an application for CDBG funding for approximately $500,000 to be used for housing rehabilitation for eligible, owner-occupied, single-family residences, located within the city limits and for administration of the program.
BACKGROUND:
Lake Havasu City is expected to receive approximately $500,000 in Federal Fiscal Year 2025 CDBG funds from the Arizona Department of Housing’s Regional Account (RA).
At least 51% of all CDBG funds must benefit low-to-moderate income persons and can only be used towards activities that meet one of three CDBG National Objectives:
1. Provides benefit to low-to-moderate income persons,
2. Prevents or eliminates slum or blight, or
3. Meets another urgent community need.
The City will continue to prioritize owner occupied housing rehabilitation.
COMMUNITY IMPACT:
The adoption of this resolution publicizes the community’s commitment to extend the life of affordable homes for eligible, owner-occupied, single-family residences, located within the city limits.
FISCAL IMPACT:
The expected Federal Fiscal Year 2025 CDBG Regional Account fund is approximately $500,000.

SUGGESTED MOTION:Recommended action
I move to adopt Resolution No. 25-3819 approving the submission of application for Federal Fiscal Year 2025 CDBG funds and authorizing the City Manager to execute all subsequent agreements, deliver all necessary documents, and take all steps required to implement and complete the activities funded and required by the grant, subject to review and approval by the City Attorney.
