PURPOSE:

To consider adopting a resolution approving and authorizing execution of a First Amendment to Environmental Access Agreement to include additional monitoring wells related to the Lake Havasu Avenue and Holly Avenue Water Quality Assurance Revolving Fund (WQARF) site.

 

BACKGROUND:

In March of 2025, the City and the Arizona Department of Environmental Quality (“ADEQ”) entered into an Environmental Access Agreement for authorized access to City property for environmental monitoring purposes for the Lake Havasu Avenue and Holly Avenue WQARF site, continuing a previous access agreement.  As part of ADEQ’s ongoing investigations, ADEQ determined that four additional monitoring wells are necessary and requested the installation and monitoring of the wells be added to the Agreement under a First Amendment.

 

WQARF is a state program administered by ADEQ to identify, assess, and clean up contaminated soil and groundwater sites. The goal is to protect public health and the environment by remediating hazardous substances and restoring natural resources.

 

The Lake Havasu Avenue and Holly Avenue WQARF site was established in 2017 following a preliminary investigation by ADEQ.  The remedial investigation began in 2018, including soil and soil-gas sampling, groundwater boring, and installation of monitoring wells to define the nature and extent of the contamination.  The final remedial investigation and feasibility study were released in 2022 and ADEQ is currently evaluating the cleanup scenarios presented and preparing the Proposed Remedial Action Plan.
