Discussion and Action: Bid for Annual Concrete Repairs and Improvements to MJB Power, LLC, as the Primary Contractor and Groundwater Partners, Inc., as the Secondary Contractor (Ted Lamacki)

PURPOSE:

To consider the award of Services Contracts for Annual Concrete Repairs and Improvements (Contract 500780) to MJB Power, LLC, as primary contractor and to Groundwater Partners, Inc. (Contract 500801) as secondary contractor in accordance with City Code §§ 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.

 

BACKGROUND:

The Lake Havasu City Public Works Department is in need of concrete repairs throughout the city on an as needed basis. Some of the required services include rolled curb and gutter replacement, flatwork concrete installation, ADA accessible ramp installation, and water valve concrete collar adjustments.

 

On April 8, 2026, sealed bids were opened and four (4) bids were received as follows:

 

MJB Power, LLC - $664,750

Groundwater Partners, Inc. - $703,300

Combs Construction Company - $1,242,800

Sunland Asphalt & Construction - $1,842,500

 

The City does not have a dedicated concrete crew, and as other projects, and maintenance priorities take precedent, we often fall behind on maintenance items, and or cancel projects all together. These contracts will allow us to keep on track with both maintenance and projects.

 

COMMUNITY IMPACT:

Using private contractors for concrete repair, replacement, improvements, and new ADA-compliant installations provides better service and cost savings to the community due to their efficiency and ability to complete emergent work in a responsive and timely manner.

 

FISCAL IMPACT:

Funds for Annual Concrete Repairs and Improvements are allocated and available in the appropriate Public Works divisional budgets for Fiscal Year 2025-26 and will be included in future year budget requests for the remainder of the contract.

SUGGESTED MOTION:Recommended Action

I move to award the bid for annual concrete repair and improvement Services Contracts to MJB Power, LLC, as the primary contractor and Groundwater Partners, Inc., as the secondary contractor, exceeding the City Manager’s expenditure threshold but not to exceed the annual department budget for the duration of the contracts.
