FUNDING SOURCE:

Federal Aid Funds and Highway User Revenue Funds (HURF) Exchange Program - $203,692

City HURF - $44,085

 

PURPOSE:

To consider the award of a bid (Contract 500818) for the purchase and installation of traffic signal cabinet and wiring upgrades at three (3) intersections to HAWK Contracting, LLC, in accordance with City Code §§ 3.10.010.2 and 3.10.030.1.

 

BACKGROUND:

The intersections included in this project are:

                     Lake Havasu Avenue and Swanson Avenue

                     Lake Havasu Avenue and McCulloch Boulevard

                     Lake Havasu Avenue and Mesquite Avenue

 

These three intersections have outdated traffic signal control cabinets, wiring, and associated equipment. Upgrading these intersections to current traffic signal technology will improve system reliability, allow staff to diagnose and repair issues more efficiently, and enhance traffic flow and safety for motorists and pedestrians.

 

On July 22, 2026, sealed bids submitted in response to Invitation to Bid B27-PW-500818 were publicly opened. Two (2) bids were received as follows:

 

HAWK Contracting, LLC:                      $247,777

Clear Circuit, Inc.:                                            $282,900

 

COMMUNITY IMPACT:

The upgrade of these traffic signals will improve safety for pedestrians, cyclists, and motorists while also allowing City staff to diagnose and repair system issues more efficiently.

 

FISCAL IMPACT:

The total cost for the purchase, installation, and traffic control associated with this project is $247,777 which is allocated and available in the Fiscal Year 2026-27 budget. Federal Aid Funds via the HURF Exchange Program will pay $203,692 towards the project and the City’s HURF Fund will cover the remaining $44,085.
