PURPOSE:
To consider awarding a bid (Contract 500826) for the North End Wastewater System Expansion, Canterbury Lift Station and IPS Odor Control Project in accordance with City Code §§ 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.
BACKGROUND:
The Wastewater Master Plan dated November 2022, included a conceptual outline for future expansion and optimization of existing facilities in the Northern portion of the City, North of the Bombay Sewage Pump Station at Kiowa Avenue.
In 2024, NCS Engineers (“NCS”) was selected to complete a detailed study of the North Regional Wastewater System. From this study, NCS produced the North Regional Wastewater Sub Area Facilities Siting and Modeling Assessment Report. The report provided recommendations and cost estimates for various improvements to the North End Wastewater System. Upgrading the Canterbury Lift Station and IPS Odor Control were top priorities and NCS was hired to design plans and develop specifications for the construction of the two projects. The projects were advertised as one package to optimize construction bids.
On September 23, 2026, sealed bids were opened for the combined projects, and six (6) bids were received in response. The six (6) qualifying bids were:
Norstar Plumbing & Engineering, Inc. - Base Bid = $1,913,000
CGRS, LLC - Base Bid = $2,105,579
Felix Construction - Base Bid = $2,264,166
GSE Construction Company, Inc. - Base Bid = $2,298,700
Technology Construction, Inc. - Base Bid = $2,378,000
KEAR Civil Corporation - Base Bid = $2,457,000
COMMUNITY IMPACT:
This project will optimize the efficiency of the Canterbury Lift Stations and upgrade the IPS Odor Control System which will reduce wastewater odor in the area.
FISCAL IMPACT:
Funds in the amount of $1,913,000 are allocated and available in the Fiscal Year 2026-27 Capital Improvement Plan budget utilizing Wastewater Utility Funds.
