PURPOSE:
To consider approving Amendment No. 1 to the Professional Services Agreement with NV5 (Contract 500522) for additional survey and environmental work for the Second Bridge and Roadway Improvement Project due to the re-alignment of the bridge and roadway.
BACKGROUND:
Through a legislative appropriation, championed by State Representative Leo Biasiucci and former State Senator Sonny Borrelli, $35.5 million is available for the design and construction of a second bridge connecting the Island to the mainland in Lake Havasu City, for the purpose of improving safety and providing for an additional emergency evacuation route.
The design footprint runs along London Bridge Road to South Palo Verde Boulevard, and across the channel to McCulloch Boulevard. The design project consists of bridge design, planning for new and existing roads to and from the bridge, and the relocation of utility lines placed under or in the bridge, which are currently located under the Bridgewater Channel.
After careful evaluation of proposed bridge alignment, it was determined that a significant amount of dollars could be saved by rotating the proposed bridge structure so that the abutments are perpendicular to the channel and in a location that reduces the length of the bridge structure.
COMMUNITY IMPACT:
A second bridge and roadways to the bridge will improve safety and provide for an additional emergency evacuation route.
FISCAL IMPACT:
Funds were allocated to the Second Bridge and Roadway Improvement Project utilizing funding from the 2024 Legislative Appropriation Transportation Projects Grant to NV5, with an Owner’s Contingency amount of $315,384 set aside for potential additions or unknowns encountered such as this. Therefore, the amendment amount of $60,700 would be reallocated from Owner’s Contingency to the costs for Amendment No. 1.
