Discussion and Action: Design-Build Manager Pre-Construction Services Contract for the Aquatic Center Outdoor Pool Project to Concord General Contracting (Jason Hart)

PURPOSE:

To consider awarding a Design-Build Manager Pre-Construction Services Contract (500685) for the Aquatic Center Outdoor Pool Project in accordance with City Code § 3.10.040 (A.R.S. Title 34).

 

BACKGROUND:

The Aquatic Center was originally built in 1991. As the community has grown, the use of the indoor pool has also increased. The need for an outdoor pool to accommodate this increasing demand has become apparent.

 

A formal Request for Statements of Qualifications (RFSQ) for Design-Build Construction Services for the Aquatic Center Outdoor Pool was conducted. Three firms responded to the RFSQ, and their proposals were scored and ranked by the selection committee. Two of the three firms met the requested qualifications and were selected for formal interviews. Concord General Contracting is the top ranked firm after the interview final scoring. Design-Build Services are separated into two phases: Phase 1: pre-construction services during the design phase, and Phase 2: construction services for a Guaranteed Maximum Price (GMP) for construction of the project.

 

This recommendation is to consider award of the Phase 1 scope: pre-construction services. Public Works has negotiated a fee for Phase 1 - Pre-Construction Design-Build Services with Concord General Contracting in the amount of $180,230 which appears reasonable.

 

COMMUNITY IMPACT:

The construction of an outdoor pool at the Aquatic Center will help ease the burden on the lone current indoor pool. The outdoor pool will provide additional options for the community for lap swimming, fitness classes, free swim, etc. Construction of a 25-yard competition pool will also benefit the current swim teams that utilize the lone indoor pool, as it will allow an environment in a pool that meets competition standards.

 

FISCAL IMPACT:

Funds are allocated and available in the Fiscal Year 2025-26 Capital Improvement Plan utilizing funding from the General Fund.
