COUNCIL COMMUNICATION

TO:                                          Honorable Mayor and Council

FROM:                     Bill Young, Transportation and Maintenance Services Superintendent

SUBJECT:Title

Cooperative Purchase of Video Detection Systems from Iteris, Inc. (Bill Young)

Body

FUNDING SOURCE:

Highway User Revenue Fund (HURF)

PURPOSE:

To consider the cooperative purchase of traffic signal video detection systems utilizing Maricopa County’s Cooperative Purchase Contract #200125-C under the City’s cooperative purchase agreement 500474 with Iteris, Inc., in accordance with City Code §§3.10.010.3(A)(1) and 3.10.030.1.

BACKGROUND:

Iteris, Inc., manufactures and sells traffic signal video detection systems that are compatible with the rest of the City’s traffic signal equipment. The video detection systems consist of cameras, sensors, a controller, and various other components that allow our Transportation Specialists to remotely monitor traffic signals as well as diagnose and fix signal issues quickly.  They improve traffic flow and allow City staff to perform traffic counts at intersections, eliminating the need to physically place traffic counters. The City currently has 15 traffic signals with an additional signal to be ordered in the next fiscal year. The Streets Division is continuing to upgrade and standardize the traffic signals with one installation last year and three planned installations this fiscal year at the intersections of Industrial Boulevard and Lake Havasu Avenue, South Palo Verde Boulevard and Lake Havasu Avenue, and South Palo Verde Boulevard and Acoma Boulevard North.

COMMUNITY IMPACT:

The installation of the video detection systems will provide safety enhancements and upgrade existing infrastructure. This purchase includes additional cameras to have on hand in the event of equipment malfunction thus limiting downtime and reducing wait times at intersections caused by equipment malfunction.

FISCAL IMPACT:

Funds in the amount of $80,000 are allocated and available in the Fiscal Year 2024-25 budget for this project. The estimated cost of the three Video Detection Systems is $59,548.53, with $20,451.47 set aside as contingency funding for any additional unforeseen equipment needed.
