PURPOSE:
To consider adopting a resolution adopting Owner-Occupied Housing Rehabilitation Guidelines for the Lake Havasu City Arizona Department of Housing (ADOH) Community Development Block Grant (CDBG) Program Funds.
BACKGROUND:
As a requirement of the submittal of an application for CDBG funds, the City Council must adopt Housing Rehabilitation Guidelines (HRGs) for each grant application, even if more than one application is submitted. Guidelines were previously adopted by the City Council and approved by the Arizona Department of Housing. The spending limits and administrative provisions in the HRGs have been revised to align program operations with current rehabilitation costs, maintain program flexibility, and support continued administration of federally funded housing rehabilitation activities. Past projects were capped at $50,000 which limits the City’s ability to address homes requiring more extensive rehabilitation. The proposed threshold is increased to $100,000, which aligns the HRGs with the City Manager’s purchasing threshold.
COMMUNITY IMPACT:
The increased spending threshold will better position the program to assist households facing critical health and safety concerns, including deteriorated exteriors with significant structural deficiencies, minimally functioning bathrooms, and other urgent repair needs that directly impact habitability. The adoption of this resolution publicizes the community’s commitment to extend the life of affordable homes for eligible, owner-occupied, single-family residences, located within the city limits.
