Discussion and Action: Professional Services Agreement (Design) for Water Conservation and Reuse Improvements to Carollo Engineers, Inc. (Jason Hart)

PURPOSE:

To consider awarding a Professional Services Agreement (Design) for Water Conservation and Reuse Improvements (500715) in accordance with City Code Section 3.10.010.2 (Technical Registrant) and 3.10.030.1.

 

BACKGROUND:

Lake Havasu City operates three wastewater treatment plants that discharge Class A+ effluent to vadose injection wells, percolation ponds, and greenspace irrigation. Additional distribution points are needed to deal with increasing effluent volumes during certain parts of the year.

 

The plan to deliver effluent to Rotary, Cypress, and Jack Hardie Parks was developed in 2018. Carollo Engineers helped with the plan at that time. Recently, the City received a grant to complete this project, which means the project plans need to be finalized.  Since Carollo Engineers originally put the plans together, it makes sense to work with them to complete the plans.

 

We have negotiated a fee of $110,528 with Carollo Engineers, Inc., for Professional Services, which appears to be reasonable for the work to be performed.

 

COMMUNITY IMPACT:

This project will enhance the City’s ability to discharge effluent by adding additional discharge options as well as conserve potable water.

 

FISCAL IMPACT:

Army Corps IIJA Grant funds in the amount of $82,896 and Wastewater Utility Funds in the amount of $27,632 are allocated and available in the Fiscal Year 2025-26 Capital Improvement Plan (total of $110,528).
