PURPOSE:
To consider adopting a resolution establishing the proposed Downtown Association Pilot Public Sidewalk Dining and Beverage Service Program in the downtown area.
BACKGROUND:
The Lake Havasu City Downtown Association Board submitted a letter requesting that the City Council establish a pilot program to allow outdoor sidewalk dining and beverage service within the downtown area that specifically allows the service of alcoholic beverages on City-owned property (sidewalks). In response, City staff worked with the Downtown Association and developed a proposed one-year pilot program that provides businesses with the opportunity to utilize portions of the public sidewalk for the service of alcoholic beverages while maintaining public safety, accessibility, and compliance with applicable City codes and liquor licensing requirements.
The proposed Pilot Public Sidewalk Dining and Beverage Service Program would be effective September 1, 2026, through August 31, 2027, and would apply to McCulloch Boulevard between Acoma Boulevard and Smoketree Avenue. The program establishes operational standards, including hours of operation, accessibility requirements, temporary barrier standards, maintenance responsibilities, insurance requirements, and enforcement provisions. At the conclusion of the pilot period, the pilot program will be evaluated, and the City Council will decide whether the program should be modified, discontinued, or considered for permanent implementation.
COMMUNITY IMPACT:
The Pilot Public Sidewalk Dining and Beverage Service Program is expected to enhance the vitality of the downtown district by creating a more active and pedestrian-friendly environment.
