PURPOSE:
To consider the award of a Construction Contract 500730 for the Acoma Boulevard Street Improvement Project No. 106021 to Pioneer Earth Movers, Inc., in accordance with City Code §§ 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.
BACKGROUND:
Acoma Boulevard is a high traffic arterial street with a pavement condition index (PCI) score of 54. With a PCI score in this range, this heavily traveled arterial street needs a new surface to extend its useful life. Over time, factors including utility cuts, rutting, alligatoring along with the replacement of an extensive amount of water main lines have reduced the street’s overall PCI score.
The project consists of roto milling and paving the entire length and width of Acoma Boulevard from Highway 95 South to Highway 95 North.
On March 4, 2026, sealed bids were opened and five (5) bids were received as follows:
Pioneer Earth Movers Inc- Base Bid = $5,902,266.00
Combs Construction - Base Bid = $6,116,704.16
Cactus Transport- Base Bid = $6,667,010.00
Sunland Asphalt - Base Bid = $7,123,456,78
DPE Construction- Base Bid = $7,125,000.00
COMMUNITY IMPACT:
The replacement of the existing roadway section will provide a better travel surface and extend the life of Acoma Boulevard for many years.
FISCAL IMPACT:
Funds in the amount of $5,902,266 are allocated and available in the Fiscal Years 2025-26 and 2026-27 Capital Improvement Plan utilizing Street Funds/Highway User Revenue Funds.
