Mohave County American Rescue Plan Act (ARPA) Funds

 

PURPOSE:

To consider award of a Construction Contract 500592 to Bellingham Marine Industries, Inc., for the Site Six Fishing Dock (Pier) Replacement Project in accordance with City Code §§ 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.

 

BACKGROUND:

In August of 2024, Supervisor Buster Johnson proposed funding utilizing Mohave County’s American Rescue Plan Act (ARPA) funds for the replacement of the Site Six Fishing Dock.  The ARPA Grant was awarded on August 19, 2024, by the Mohave County Board of Supervisors to Lake Havasu City with the requirement to obligate the funds by December 31, 2024. The City immediately developed plans and specifications with the goal to receive bids for the project as soon as possible.

 

The City opened bids on November 20, 2024, and received one (1) bid from Bellingham Marine Industries, Inc. The project base bid plus force account totaled $1,557,138 for the removal and replacement of the docks.  An additive alternate bid for aluminum shade structures in the amount of $157,126 was provided.  The combined total cost of the base bid plus bid alternate came to $1,714,264. The amount of ARPA funding is $1,600,000. Funds are available to award the base bid only.

 

COMMUNITY IMPACT:

This Site Six fishing dock is located on the island and is the only fishing dock that Lake Havasu City owns. The Site Six fishing dock was installed in 1998 and is open 24 hours a day. It features popular amenities which include a fish cleaning station, public restrooms, and a boat ramp.

 

The existing fishing dock is currently in disrepair and requires improvements for continued long term public use. 

 

FISCAL IMPACT:

ARPA Funds in the amount of $1.6 million dollars are available from Mohave County for the Site Six Fishing Dock Project. These funds must be obligated by December 31, 2024. Any unobligated funds will be retained by Mohave County.
