COUNCIL COMMUNICATION

TO:                                          Honorable Mayor and Council

FROM:                     Jason Hart, Project Manager

SUBJECT:Title

Discussion and Action: Professional Services Agreement for the North Havasu Additional Tank and Distribution Line Project to Tank Industry Consultants, Inc. (Jason Hart)

Body

FUNDING SOURCE:

Capital Improvement Plan - Water Utility Fund

PURPOSE:

To approve Professional Services Agreement (500879) for Construction Management/Special Inspections of the North Havasu Additional Tank and Distribution Line Project in accordance with City Code §§ 3.10.010.2 (Technical Registrant) and 3.10.030.1.

BACKGROUND:

City Council awarded the construction contract for the North Havasu Additional Tank Re-Bid Project to Excel AZ, LLC, on September 8, 2026. Tank Industry Construction (TIC) services are now needed for review of submittals and the various special inspections that are required such as painting and fabrication of the steel component at the shop, foundation observations, erection observation, weld radiographic testing, and coatings observations, etc. A significant portion of these inspections require being onsite for long periods of time.

COMMUNITY IMPACT:

The construction of the North Havasu Additional Tank, a 750,000-gallon steel welded tank, will not only allow for continued service and increased storage capacity as the City’s population continues to grow, but also permit much needed maintenance to be performed on the existing 2.0 MG tank currently adjacent to the new tank site.

FISCAL IMPACT:

Funds in the amount of $222,895 are allocated and available in the Fiscal Year 2026-27 Capital Improvement Plan utilizing Water Utility Funds.

ATTACHMENTS:
