FUNDING SOURCE:
General Fund
PURPOSE:
Approve Amendments No. 2 to the Statement of Work (SOW) (Oracle Contract 500227) and Land Management Software (LMS) Hosting Agreement (Oracle Contract 500394) with Maintstar, Inc., for the interface with the City’s new Teller Cashiering System.
BACKGROUND:
On November 22, 2022, City Council approved the purchase of Maintstar Land Management Software (LMS) System to replace the City’s existing Sungard HTE system for permitting, planning and zoning cases, code enforcement cases, and business licenses. Currently, the cash receipting component of Sungard HTE is utilized for conducting over the counter permitting, planning and zoning, and business license payments. On July 11, 2023, City Council approved an agreement with Teller Software by Can/Am Technologies to replace the current Sungard HTE system for cash receipting in various departments such as building permitting, planning and zoning, business licenses, police, fire, accounts receivable, and other miscellaneous cash receipting needs. Due to the replacement of the cash receipting component of Sungard HTE, Maintstar LMS needs to interface with the new cash receipting system, Teller Software by Can/Am Technologies. The implementing of this new cash receipting system was not included in the original Maintstar SOW and LMS Hosting Agreement.
To date, there has been one amendment to the agreements for the addition of the Animal Licensing module, which was within 5% of the contract and approved by the City Manager. Amendment No. 2 with Maintstar is required to continue to meet the implementation standards of our cash receipting system. This amendment increases the contract by over 5% and requires City Council approval.
COMMUNITY IMPACT:
Without Maintstar interfacing with Teller Cashiering, the City will be incapable of receiving over the counter payments for building permits, planning and zoning applications, business licenses, animal control licenses, fire permits, accounts receivables, and other miscellaneous cash receipt items.
FISCAL IMPACT:
Funds in the amount of $9,500 are allocated and available in the Fiscal Year 2023-24 General Fund budget for interface and implementation of the Maintstar system.
ATTACHMENTS:
Amendment No. 2 to SOW
Amendment No. 2 to LMS Hosting Agreement
SUGGESTED MOTION:Recommended ACtion
I move to approve Amendments No. 2 to the Statement of Work and Land Management Software Hosting Agreement with Maintstar, Inc.
