PURPOSE:

To consider adopting a resolution authorizing the submission of applications to the United States Department of Transportation (ADOT) Safe Streets and Roads for All (SS4A) 2025 Implementation Grant and the Arizona Department of Transportation (ADOT) Arizona State Match Advantage for Rural Transportation (AZ SMART) Fund and authorize all necessary actions to implement the grant.

 

BACKGROUND:

The Infrastructure Investment and Jobs Act (IIJA) established the Safe Streets and Roads for All (SS4A) competitive grant program which funds regional, local, and Tribal initiatives through grants to prevent roadway fatalities and serious injuries. The SS4A program supports the U.S. Department of Transportation's National Roadway Safety Strategy and a goal of zero roadway deaths using a Safe System Approach.

 

The AZ SMART Fund was established by the Arizona Legislature in 2022 to assist eligible cities, towns, counties, and the Arizona Department of Transportation (ADOT) in competing for federal discretionary surface transportation grants. Only those applicants pursuing a federal discretionary grant may apply for AZ SMART funding.

 

COMMUNITY IMPACT:

Lake Havasu City is working with the Lake Havasu Metropolitan Planning Organization (LHMPO) on these grant applications. The proposed project consists of the installation of new traffic signal head backplates with retroreflective borders at all signalized intersections in Lake Havasu City and the LHMPO region. The project includes 33 signalized intersections (20 ADOT signals and 13 City signals). Existing signal head backplates will be removed and replaced with new backplates with retroreflective borders. The City of Lake Havasu is seeking match funding through the AZ SMART fund in support of a federal discretionary grant application (SS4A).

 

FISCAL IMPACT:

LHMPO is requesting a total of $649,984 to fund design and construction activities for the implementation of traffic signal improvements at the 33 signalized intersections in the LHMPO region. LHMPO has requested a local match award through the AZ SMART fund in the amount of $162,496. If both grants are not awarded, the City will not move forward with the project.

SUGGESTED MOTION:Recommended action

I move to adopt Resolution No. 25-3849 authorizing the submission of applications to the United States Department of Transportation, Safe Streets and Roads for All 2025 Implementation Grant, and the Arizona Department of Transportation, Arizona State Match Advantage for Rural Transportation Fund; and authorizing the City Manager to execute all subsequent agreements, deliver all necessary documents, and take all steps required to implement and complete the activities funded and required by the grant, subject to review and approval by the City Attorney.
