PURPOSE:
To consider the approval of a Master Services and Purchasing Agreement with Axon Enterprises, Inc. (Oracle Contract #500630) for the purchase of Draft One AI Assisted Report Writing Software utilizing Sourcewell Contract #101223-AXN in accordance with City Code §3.10.010.3(A)(1) for cooperative purchase contracts and §3.10.030.1 for contracts for purchases greater than $50,000.
BACKGROUND:
Since Fiscal Year (FY) 2012-13, the Lake Havasu City Police Department has contracted with Axon Enterprises, Inc., formerly Taser International, Inc., for body worn cameras with supporting digital evidence management/storage (Evidence.com) and Taser conducted energy weapons. A five (5) year contract for these services was renewed in FY 2022-23 and is valid through FY 2026-27.
The Lake Havasu City Police Department would like to leverage additional technology that will save a considerable amount of time currently spent on completing reports. Axon Enterprises, Inc. has developed the Draft One software that generates an AI report from the audio captured from an officer’s body worn camera. At the conclusion of a call for service, the audio and video of the interaction is automatically uploaded to Evidence.com. Once the officer enters some basic information regarding the incident the software generates the report and allows the officer to review and make any necessary corrections. Once completed, the officer must acknowledge that they have reviewed the report, and it is then forwarded to the appropriate supervisor for additional review and approval.
A select number of officers participated in a brief trial of the Draft One software and the results were a savings of approximately 16 minutes per report.
COMMUNITY IMPACT:
Implementing AI report writing software will save a substantial amount of officer’s time that can be better utilized by addressing the needs of the citizens in the community.
FISCAL IMPACT:
Funds in the amount of $20,793.18 are available in the Police Department’s FY 2024-25 operating budget. Appropriation will be requested for each remaining year of the agreement during each subsequent budget process. The total award for the agreement including applicable taxes is $259,914.73.

I move to approve the Master Services and Purchasing Agreement with Axon Enterprises, Inc., for Draft One AI Assisted Report Writing Software for $259,914.73 and authorize the City Manager to execute all agreement documentation on behalf of the City.
