Discussion and Action: Bid for the Police Department Property Evidence Room Expansion Project to T.R. Orr, Inc. (Phil Porter)
Body
FUNDING SOURCE:
CIP-General Fund of $53,720
Opioid Funds of $186,080
PURPOSE:
To consider award of a bid (Contract 500862) for the Police Department (PD) Property Evidence Room Expansion Project to T.R. Orr, Inc., in accordance with City Code Section 3.10.040 (A.R.S. Title 34) and 3.10.030.1.
BACKGROUND:
The Lake Havasu City Police Department facility was originally constructed in 1994. Since that time, the community has grown, increasing the demand for police services and the associated need to securely store and manage evidentiary items. The existing Property and Evidence Room requires additional space to accommodate current storage demands and meet applicable accreditation standards.
The proposed project consists of an approximately 12-foot by 27-foot expansion to the rear of the existing facility. Accreditation standards require enhanced security measures for high-risk evidence, including weapons and narcotics, and mandate that these items be packaged and stored separately from other evidentiary materials. In addition to the expansion, the project will include new flooring and painting within the existing evidence storage area to improve the condition of the facility. The expansion will provide additional secure storage capacity, support compliance with these requirements, and help the Police Department maintain the integrity and security of evidence throughout its retention period.
On October 21, 2026, sealed bids submitted in response to Invitation to Bid B27-PW-103011-500860 were publicly opened. Four (4) complete bids were received. The four complete bids, inclusive of base bid and force account, are as follows:
TR Orr, Inc.: $239,800
Precise Builders, Inc.: $248,883
Four Peaks Building Group, LLC: $341,311
Concord General Contracting: $342,321
COMMUNITY IMPACT:
The project will provide additional secure evidence storage to support the Police Department’s operational needs as the community grows. The improvements will enhance evidence security, support accreditation compliance, and help maintain the integrity of evidence used in criminal investigations and court proceedings.
FISCAL IMPACT:
Funds in the amount of $239,800 for the base bid plus force account are allocated and available in the Fiscal Year 2026-27 Capital Improvement Plan utilizing General Funds in the amount of $53,720 and $186,080 from the One Arizona Agreement - Opioid Settlement Funds. For the Opioid Funds, this project consists of allowable uses under Section I. First Responders, which permits current and future law enforcement expenditures relating to the opioid epidemic.
This project supports opioid abatement efforts by:
o Providing dedicated and secure storage for opioid-related evidence, separate from general evidence
o Preventing diversion of seized opioids back into the community
o Ensuring safe handling of high-risk substances such as fentanyl
o Supporting opioid-related investigations and enforcement activities
o Facilitating the proper and timely destruction of illicit opioids
