PURPOSE:
To consider approval of the River Medical Inc. dba Life-Line Ambulance Mutual-Aid/ EMS Dispatch Agreement 2026-2029.
BACKGROUND:
The Mutual-Aid/EMS Dispatch Agreement is a vital document that outlines the terms, conditions, and procedures for dispatching 911 ground ambulance transport services within the City limits. This Agreement was created through a collaborative effort between River Medical Inc dba Life-Line Ambulance and Lake Havasu City Fire Department to ensure timely and efficient emergency medical transportation to the community. The Fire Department and River Medical agreed with the proposed changes to Agreement's terms, conditions, and procedures.
Arizona Statutes authorize ADHS to regulate ground ambulance transport services in Arizona through the Certificate of Necessity (CON) system.
Having an approved Mutual-Aid/EMS Dispatch Agreement between River Medical Inc dba Life-Line Ambulance and Lake Havasu City Fire Department will continue to support our public-private partnership and cooperative relationship for the service delivery to the community.
This Mutual-Aid agreement would replace the 2025 Amendment No. 1 to the Mutual-Aid/Dispatch Emergency Ambulance Transportation Agreement with River Medical, Inc, dba Life Line Ambulance which expires in September of 2026.
COMMUNITY IMPACT:
1. To ensure consistent delivery of the highest quality lifesaving ambulance service to the residents of Lake Havasu City.
2. Creating redundancy in the EMS system through a partnership with River Medical Inc, that focuses on patient care, quality of service, available ambulances, and improved response times.
FISCAL IMPACT:
No additional funding is required for this agreement.

I move to approve the Mutual-Aid/EMS Dispatch Agreement with River Medical Inc. dba Life-Line Ambulance and authorize the City Manager and Fire Chief to execute the Agreement on behalf of the City.
I move to not approve the Mutual-Aid/EMS Dispatch Agreement.
