PURPOSE:
To consider the award of a bid for the London Bridge Beach Asphalt Rehabilitation/New Cypress Parking Lot and Street Widening Project (500679) to NPG Asphalt, Inc., in accordance with City Code §§ 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.
BACKGROUND:
Located along the Bridgewater Channel, London Bridge Beach is a popular community destination featuring covered playgrounds, a designated swimming area, walking paths, sand volleyball courts, a basketball court, restrooms, and a dog park. The parking lot servicing these amenities is currently in disrepair and in need of remediation. To improve safety and accessibility, approximately 6,500 square yards of new asphalt will be installed, covering the area from the dog park to the entrance on Sir Peter Gadsden Street.
Cypress Park, located off Cypress Drive, includes two soccer fields, a playground, restrooms, and a walking path. Due to the park’s popularity and the frequency of soccer events, overflow parking has become a growing concern among City staff, residents, and visitors. To address this, approximately 6,000 square yards of asphalt will be installed at the corner of Oak Drive and Cypress Drive. This project also includes street widening, which will extend approximately 475 feet from the corner of Oak Drive and Cypress Drive, improving access and traffic flow for park users during busy times.
On May 21, 2025, sealed bids were opened for the project and four (4) bids were received in response. The four qualifying bids are:
NPG Asphalt, Inc. - Base Bid $322,525
Pioneer Earth Movers - Base Bid $380,000
Sunland Asphalt - Base Bid $389,666
Cactus Transport II, LLC - Base Bid $461,275
COMMUNITY IMPACT:
The rehabilitation of the parking lot at London Bridge Beach will address existing safety concerns and enhance the experience for all users of the park. At Cypress Park, the construction of an overflow parking lot, along with approximately 475 feet of street widening along Cypress Drive will significantly improve traffic flow, accessibility and overall safety for park visitors, especially during high-traffic events.
FISCAL IMPACT:
Funds are allocated and available in the Fiscal Year 2024-25 Public Works Department, Facilities Maintenance Division budget within the General Fund in the amount of $322,525 plus applicable taxes.
