SUBJECT:Title

Action: Resolution No. 25-3811 Appointing City Councilmembers to the Lake Havasu Metropolitan Planning Organization’s Executive Board (Kelly Garry)

PURPOSE:

To consider adopting a resolution appointing Councilmembers to the Lake Havasu Metropolitan Planning Organization’s Executive Board.

BACKGROUND:

Lake Havasu City established the Lake Havasu Metropolitan Planning Organization (“LHMPO”), which is administered by an Executive Board.  The Governor of Arizona authorized the LHMPO Executive Board to be comprised of three representatives from Lake Havasu City, one representative from the Mohave County Board of Supervisors, and one representative from the Arizona State Transportation Board or designee.  United States Code 23 § 134 provides that members of the Metropolitan Planning Organization Executive Board representing the local planning area be locally elected officials.

Due to changes to the City Council committee assignments made at the January 30, 2025, City Council Planning Session, it is necessary to adopt a resolution to revise the current City Council appointments to the LHMPO Executive Board.  It was suggested that Mayor Cal Sheehy, Councilmember Jeni Coke, and Councilmember Nancy Campbell continue to serve as Executive Board members and Councilmember David Diaz be appointed as the alternate.

COMMUNITY IMPACT:

The LHMPO ensures regional cooperation in transportation planning.  Federal funding for transportation projects and programs are channeled through this planning process. Congress created MPOs in order to ensure that existing and future expenditures of governmental funds for transportation projects and programs are based on a continuing, cooperative, and comprehensive planning process.
