FUNDING SOURCE:

PURPOSE:

Approve Change Request No. 1 to Teller Software as a Service Agreement with Can/Am Technologies Inc. for implementation, licensing, and support of Teller cash receipting software.

BACKGROUND:

The Agreement with Can/Am Technologies Inc. for implementation, licensing, and support of Teller cash receipting software was approved by Council on July 11, 2023, as the solution to replace Sungard HTE cash receipting. Sungard HTE was implemented in 2002. All components have been phased out, with cash receipting being the last scheduled to be replaced.

The change request is to address licensing fees for the online payment portal that were not included in the original contract, as well as a daily payment import file for the Police Department’s new records request system (Granicus) and bulk scanning configuration for MaintStar (Permit/Business Licensing Software) invoices.

COMMUNITY IMPACT:

Teller’s online payment portal will provide a streamlined, simple payment option for customers.

FISCAL IMPACT:

The original agreement included $161,504 for the first year for implementation and licensing fees. This change request includes one-time fees of $9,500 for import file development and bulk scanning configuration; and annual fees include licensing fees of $11,100 for the online payment portal and daily payment file import. The total additional cost for Fiscal Year (FY) 2023-24 is $20,600. For succeeding years 2-5, an annual increase of $11,100 for licensing fees will apply, plus an annual Consumer Price Index increase. The funds to cover the additional costs are included in the FY 2023-24 Administrative Services Department - Information Technology Division budget.
