PURPOSE:
To consider approval of a new, three (3) year agreement with CenturyLink Communications, LLC, d/b/a Lumen Technologies Group (Lumen) for City internet services in accordance with City Code § 3.10.010.3(A)(19) (Enterprise Technology Infrastructure exception).
BACKGROUND:
For many years, the City has used Lumen as its Internet Service Provider (ISP). The current agreement has expired; therefore, a new three-year agreement is attached for consideration. Under this proposed agreement, internet service will transition from a dedicated one-gigabyte service to a one-gigabyte on-demand service, providing the City with the flexibility to increase or decrease bandwidth as operational needs change. The service supports critical citywide functions, including failover internet connectivity and the City’s point-of-sale (credit card processing) systems.
This item is before Council for consideration because the agreement contains an indemnification clause. The estimated annual cost is less than $25,000.
COMMUNITY IMPACT:
The Lumen ISP is used for many processes that directly impact citizens. Without this service, the City will not have a failover ISP if the primary is down, and many essential functions, such as credit card processing, will not function.
FISCAL IMPACT:
Funds are allocated and available in the Fiscal Year 2026-27 budget. The minimum monthly charge is $1,100 with an estimated total cost of $1,857 per month for the City’s required bandwidth.
