PURPOSE:

Approve Professional Services Agreement (500531) to NCS Engineers, Inc., for design engineering services for the North End Wastewater System Expansion Project in the amount of $287,907.

 

BACKGROUND:

Jacobs Engineers prepared the Wastewater Master Plan dated November 2022, which included a conceptual outline for future expansion and optimization of existing facilities in the north end of Lake Havasu City, north of the Bombay Sewage Pump Station at Kiowa Avenue.

 

On July 11, 2023, City Council authorized a more detailed study to be performed by NCS Engineers, the 2024 North Regional Wastewater Sub Area Facilities and Siting and Modeling Assessment Report. This assessment prepared recommendations and estimates for various improvements to the North End Sewer System. These recommendations were reviewed by the City’s Engineering and Wastewater Divisions and prioritized these improvements for design and construction implementation.

 

This project design will optimize the efficiencies and power demands of the Canterbury and Refuge Lift Stations and improve flow conditions in an 8-inch force main under Hwy 95 to the Island Pump Station (IPS) and ultimately the North Regional Treatment Plant (NRTP). A secondary benefit will be to relieve the flows and attain increased capacity for the Bombay Sewer Pump Station as studied in the March 2024 North Regional Wastewater Sub Area Facilities and Siting and Modeling Assessment Report by NCS Engineers.

 

COMMUNITY IMPACT:

This project will optimize the efficiencies and power demands of the Canterbury and Refuge Lift Stations and improve flow conditions in an 8-inch force main to the existing IPS and attain increased capacity for the Bombay Sewer Pump Station.

 

FISCAL IMPACT:

Funds in the amount of $287,907 are allocated in the Capital Improvement Plan for Fiscal Year 2024-25 using Wastewater Utility Funds.
