PURPOSE:
To consider approval of a Services Agreement 500757 to provide services to City Problem-Solving Court Participants, City Court justice involved individuals, and City Police Department contacts.
BACKGROUND:
The Lake Havasu City Problem Solving Courts was established January 25, 2022, with the goal to expand Problem Solving Courts in Lake Havasu City. These courts offer alternatives to traditional court, focusing on restorative justice for individuals with substance use or mental health disorders. The Lake Havasu City Problem Solving Courts established the Building Bridges Court in March of 2025.
Building Bridges Court is a co-occurring court is a specialized problem-solving court designed to address cases involving individuals who have both a mental health disorder and a substance use disorder-often referred to as "dual diagnosis" or "co-occurring disorders."
In a co-occurring court, the focus is on treatment and rehabilitation, recognizing that mental health issues and substance abuse often interact and exacerbate one another. Often, these individuals need access to basic necessities and community services. Further, City Court justice involved individuals and City Police Department contacts would benefit from access to these same services.
A notice of intent for a sole source provider for community resources and basic necessity access was published in November 2025 naming the Clothes Closet as qualified to provide services to City Problem-Solving Court Participants, City Court justice-involved individuals, and City Police Department contacts. No counter responses were received and award to Clothes Closet is recommended.
COMMUNITY IMPACT:
Clothes Closet, is a non-profit agency that partners with community organizations to provide services including shower and laundry facilities, cooling/warming stations, and clothing and hygiene products, internet and computer workstation, transportation coordination, and space for community educational and support programs. The goal of this partnership is to reduce recidivism, improve public safety, and support individuals in leading a healthier life and being a more stable member of the community.
FISCAL IMPACT:
Appropriation in the amount of $60,000 per fiscal year starting February 1, 2026.
Fiscal Year 2025-26: $25,000
Fiscal Year 2026-27: $60,000
Staff is requesting the use of General Fund Contingency for the Fiscal Year 2025-26 amount of $25,000. Fiscal Year 2026-27 will be included in the General Fund budget and not require Contingency funding.

SUGGESTED MOTION:
I move to approve the Services Agreement with Clothes Closet to provide services to City Problem-Solving Court Participants, City Court justice involved individuals, and City Police Department contacts for Fiscal Years 2025-26 and 2026-27; authorize the use of Contingency funds in the amount of $25,000 for Fiscal Year 2025-26; and authorize the City Manager to execute the Agreement on behalf of the City.
