PURPOSE:
Approve cooperative purchase of waterborne traffic paint in accordance with City Code Section 3.10.010.5(A1).
BACKGROUND:
Ennis Paint, Inc. provides waterborne traffic paint through the ADOT Cooperative Procurement Contract No. ADSPO13-036207. The contracted truckload unit price is $9.69 per gallon in 55 gallon drums for VI-White paint, and $9.81 per gallon in 55 gallon drums for VI-Yellow paint. The price for traffic paint has decreased to nearly FY 13-14 prices, dropping, by approximately 4% for white traffic paint, and approximately 10% for yellow traffic paint. This pricing was deemed reasonable by ADOT, and the awarded contract has been extended by an ADOT contract change order through June, 2016.
The Maintenance Services Division spent $44,981 in FY 2012-13, and $50,877 in FY 2013-14 for both VI-White and VI-Yellow paint. $38,000 was expended on paint in FY 14-15. We have expended $44,937 to date and expect to need an additional load in early 2016. We anticipate exceeding the $50,000 threshold in FY 15-16 and seek City Council approval.
We did procure some traffic paint locally in 2014 but it did not work out both in quantity handled (shipping) and the quality of the paint.
COMMUNITY IMPACT:
New striping, or the refreshing of older faded striping, provides the appropriate traffic delineation for lanes on our roadways to provide a safe travel way for the public.
FISCAL IMPACT:
Funds are available in the FY 2015-16 Street Paint Supplies Account No. 221.5110.403.5224.
