PURPOSE:

To consider the introduction of an ordinance amending City Code § 6.04.010 to revise the definition of animal.

 

BACKGROUND:

Last year Title 6, Animals, was significantly revised, including the definition of animal.  Prior to the 2025 revision, animal was defined as “a mammal, bird, reptile, or amphibian.”  The 2025 revision changed animal to mean “any animal of a species that is susceptible to rabies, except man.”  This revision was made to align with a State law definition.  However, the particular area of State law that contained this definition focused on dogs.  The 2025 revision unintentionally excluded birds and other species not susceptible to rabies. 

 

The suggested revision reverts to the previous definition of animal that includes mammals, birds, reptiles and amphibians.

Keeping City Code provisions up to date provides accurate and reliable information for the public.
