COUNCIL COMMUNICATION

TO:                                          Honorable Mayor and Council

FROM:                     Bill Young, Deputy Director of Public Works

SUBJECT:Title

Discussion and Action: Cooperative Purchases of Services and Parts with Freightliner of Arizona dba Velocity Truck Centers (Bill Young)

Body

FUNDING SOURCE:

Various Departments

PURPOSE:

To consider approval of cumulative, cooperative purchases greater than the City Manager’s expenditure threshold with Velocity Truck Centers (VTC) (Contract No. 500744) for Heavy Duty Fleet, Construction and Agricultural/Industrial Parts, Service and Accessories utilizing Maricopa County’s Contract 250106-C, in accordance with City Code §§ 3.10.010.3(A)(1) and 3.10.030.1.

BACKGROUND:

Lake Havasu City entered into a Cooperative Purchase Agreement with VTC. The agreement’s maximum term, including all authorized annual renewals, is scheduled to expire on September 30, 2030.

The Public Works Fleet Maintenance division has run into several major, unplanned repairs to fire apparatus and other heavy-duty vehicles requiring specialized service by VTC. These repairs involve mission-critical emergency response equipment that must remain operational to ensure public safety and maintain required service levels.

Due to the complexity and severity of recent mechanical failures, repair costs have been significantly higher than routine maintenance expenditures. In addition, there are ongoing repairs currently in progress that will further increase total annual spending. As a result, expenditures with Velocity are projected to exceed the established threshold of $100,000.

COMMUNITY IMPACT:

Lake Havasu City’s fire apparatus and heavy-duty vehicles are essential to maintaining public safety, emergency response readiness, and daily municipal operations. These vehicles support critical services including fire suppression, emergency medical response, infrastructure maintenance, and other time-sensitive community needs.

FISCAL IMPACT:

Funds for fleet maintenance and repair are allocated and available in the Fiscal Year 2025-26 budget.

SUGGESTED MOTION:Recommended action

I move to approve routine purchases for parts and services from Freightliner of Arizona dba Velocity Truck Centers, exceeding the expenditure threshold but not to exceed the annual departmental budgets for the duration of the Cooperative Purchase Agreement.
