COUNCIL COMMUNICATION

TO:                                          Honorable Mayor and Council

FROM:                     Peter Pilafas, Fire Chief

SUBJECT:Title

Discussion and Action: Cooperative Purchase of One (1) 2026 Chevrolet Silverado 3500 Service Body from Midway Chevrolet for the Fire Department (Chief Pilafas)

Body

FUNDING SOURCE:

General Fund

PURPOSE:

To consider the cooperative purchase of one (1) 2026 Chevrolet 3500 Crew Cab, Four Wheel Drive Service Body one ton truck, in accordance with City Code §§ 3.10.010.3(A)(1) and 3.10.030.1.

BACKGROUND:

The Public Works Vehicle Maintenance Division requests approval to purchase, for the Fire Department, one (1) 2026 Chevrolet Silverado 3500 Service Body from Midway Chevrolet utilizing Arizona State Procurement (AZSPO) Contract CTR0590320, City’s Cooperative Purchase Agreement 500347.

The Fire Department is seeking to deploy a specialized Squad Response Unit as the first responding vehicle for all emergency medical service (EMS) incidents occurring within its jurisdiction. This unit, designed for swift and effective medical intervention, will be deployed instead of the conventional Fire Engine or Truck. The Squad Response Unit is equipped with advanced medical equipment and staffed by trained personnel, allowing for quicker response times and enhanced patient care. By prioritizing this unit for EMS calls, the department goal is to improve emergency response efficiency and better serve the community's healthcare needs.

Additionally, utilizing this dedicated unit will reduce wear and tear, mileage, and operating hours on the City’s more costly and technologically advanced fire engines and ladder trucks. A 3500 Crew Cab is required to accommodate the service box and the extensive equipment that will be stored on the vehicle.

This vehicle purchase represents the final item on the approved Fiscal Year (FY) 2025-26 vehicle replacement list, bringing the total accumulated expenditure to $3,900,355.76.

COMMUNITY IMPACT:

The addition of this piece of equipment will prevent costly wear and tear on our fire apparatuses. This, in turn, will dramatically reduce downtime and the high cost of repairs to these more specialized vehicles.

FISCAL IMPACT:

Funds in the amount of $107,973.19 are allocated and available in the FY 2025-26 General Fund budget for the purchase of a new 2026 Chevrolet 3500 Crew Cab Four Wheel Drive Service Body one ton truck.
