PURPOSE:
To consider adoption of a resolution approving the Lake Havasu City 2025 Water Master Plan.
BACKGROUND:
In 2025, Lake Havasu City Water Staff entered into an agreement with Jacobs Engineering to develop a comprehensive plan for the water system. The plan reviewed the existing water system including: infrastructure, current and future water demands, water supply development, opportunities for efficiency, and suggested capital improvements. The planning horizon for this effort was set to the year 2040.
Utilizing the information available from the 2020 census and updated population projections developed during the update to the Wastewater Master Plan (2024), the 2025 Water Master Plan gives a range of possible water demands that may occur during the life of the plan. These projections are used in conjunction with the updated Lake Havasu City water model to identify system deficiencies. Once identified, these system deficiencies are addressed in the capital improvement program. The plan shows projects needed to the end of the planning horizon, with the biggest project being a second water treatment plant.

FISCAL IMPACT:
Fiscal impact will be evaluated annually during the budget process through the update and development of the Capital Improvement Plan
