BACKGROUND:
Lake Havasu City is mandated by Arizona state law to update its General Plan every ten years to ensure that it aligns with the community's evolving needs and priorities. The General Plan serves as a critical framework for guiding future growth and development, covering key areas such as land use, transportation, and public services.
The last comprehensive update to the City's General Plan was completed in 2016. Over the past decade, the City has experienced changes, including population growth, economic development, and community priorities. To address these changes and to provide a strategic vision for sustainable development, it is essential to undertake a thorough and collaborative update of the General Plan. To fulfill this requirement, the City hired Logan Simpson Design, Inc., to undertake this important project, which will ultimately be put before the citizens for a vote in November of 2026.
The Launch, Discover, and Envision phases of the five-phase update process (copy of phasing plan is attached) are now complete and the fourth phase “Build” is currently in the full document draft review phase, including key components such as the Future Land Use Map and the Goals and Objectives.
This report primarily highlights the Build phase, which spanned from December 2025 to the present and includes a review of the Future Land Use Map preparation, review and editing of the goals and objectives, and development of the implementation plan. The City Council received a presentation on this stage of the General Plan Update development at the Council Retreat on January 22, 2026. The statutory 60-day review period for the General Plan document begins on February 17th and lasts until April 17th during which comments will be solicited from the entire community and fully tracked with responses. Additionally, A General Plan Open House will be held at the Mohave County Library on McCulloch Blvd. on February 25th from 5 PM to 7 PM. A brochure for this meeting is attached.
A copy of the Fall Engagement Summary is enclosed detailing the recently completed efforts in the Fall of 2025 gathering public comment, how and where it was gathered, and what the public views on the draft aspirational statements and goals were.
