PURPOSE:

To consider adopting a resolution approving the submission of a grant application to Arizona State Parks & Trails for grant funding from the State Lake Improvement Fund (SLIF) for the Lake Havasu City ADA Accessibility Project.

BACKGROUND:

Arizona’s State Lake Improvement Fund (SLIF) program was established in 1960 by the Arizona State Legislature (A.R.S. §5-382) to assist state and local units of government to fund projects on waters where gasoline powered boats are permitted. This program is administered by the Arizona State Parks Board with guidance from the agency’s Grants and Trails Team.

COMMUNITY IMPACT:

The proposed project aims to enhance and expand Americans with Disabilities Act (ADA) accessible recreational facilities at Rotary Park, a beachfront property owned and operated by the City. Rotary Park is a key community asset with 40 sprawling acres providing space and facilities for several types of recreation. To improve the quality of life for our residents and visitors with differing abilities and special needs, the City is seeking funds for ADA accessible seating, bathrooms, sidewalks, parking, and shading in Rotary Park, adjacent to the lake. The ADA Accessibility Project will serve as phase 1. Once this project is complete, the City will apply for the Arizona State Parks and Trails Land and Water Conservation Fund (LWCF) to complete phase two of the project, installation of an ADA accessible splash pad.

FISCAL IMPACT:

The projected cost of the project is $1,017,985. The City is requesting $944,750 from SLIF to include design of the project, engineering, site work and permitting. ADA accessible bathrooms, outdoor shower, parking lot, sidewalk access, CMU block wall sand barrier, landscaping, sewer line, power, sewer line with cleanout, potable water line, power, buoys, shade, and seating. The City will provide $73,235 through in-kind project management and landscaping.
