COUNCIL COMMUNICATION

TO:                                                               Honorable Mayor and Council

FROM:                                          Pete Pilafas, Fire Chief

SUBJECT:Title

Action: Resolution No. 25-3796 Ratifying the Submission of a Grant Application to the Federal Emergency Management Agency, Department of Homeland Security for the Assistance to Firefighters Grant Program for the Purchase of Automatic Chest Compression Devices (Chief Pilafas)

Body

FUNDING SOURCE:

Grant

General Fund for Match

PURPOSE:

To consider adopting a resolution ratifying the submission of an Assistance to Firefighters Grant (AFG) application through FEMA.gov requesting funds to acquire four (4) automatic chest compression devices.

BACKGROUND:

This life-saving equipment addresses three crucial needs:

1.                         Consistent, High-Quality Compressions: The devices deliver chest compression fractions of up to 93%, maintaining optimal blood flow that exceeds what's possible with manual CPR alone. This consistency is vital during prolonged resuscitation efforts.

2.                     Enhanced EMS Provider Safety and Efficiency: The devices allow our emergency response

teams to deliver uninterrupted, high-quality compressions while safely attending to other critical patient needs, particularly during patient transport. This reduces physical strain on our EMS providers while maintaining consistent care quality.

3.                         Improved Resource Management: During cardiac arrest scenarios, these devices effectively free up personnel to perform other critical interventions while ensuring continuous, high-quality chest compressions. This is especially valuable given our department's service area and call volume.

This investment aligns perfectly with AFG's primary goal of meeting critical firefighting and emergency response needs, directly enhancing our ability to provide optimal emergency medical care to Lake Havasu City residents. The acquisition of these devices will strengthen our department's capacity to deliver high-quality, consistent care during cardiac emergencies, ultimately supporting better outcomes for our community members.

COMMUNITY IMPACT:

Automatic chest compression devices will bring the latest technology and capabilities to improve overall patient treatment.

FISCAL IMPACT:

Grant Funds applied for in the amount of $80,000. If awarded, operating funds of $8,000 will be allocated and available for the City match available in the Fire Department’s Fiscal Year 2025-26 budget.
