Body

FUNDING SOURCE:

CIP - Water Utility Fund

PURPOSE:

Approve Amendment No. 2 to the Engineering Task Order No. PA0000443 for use with the Engineering Master Professional Services Agreement (500190) with Jacobs Engineering Group, Inc., for the Horizontal Collector Well (HCW) Rehabilitation Project, in accordance with City Code Sections 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.

BACKGROUND:

On August 10, 2021, Lake Havasu City Council approved an Engineering Master Professional Services Agreement (MPSA) with Jacobs Engineering Group. The scope of work included various tasks such as developing and assessment plan for the HCW, including recommendation for water discharge and lateral inspections.

On August 23, 2022, the City Council approved Amendment No. 1 to the MPSA Task Order 1 for additional design services including design of HCW building roof alternative, new pump discharges, above-ground header, flow meters, and offering Arizona Department of Environmental Quality (ADEQ) assistance.

Invitations to Bid (ITB) for this project were published in December 2023 and again in May 2024, but no-bids were received.  Staff performed value engineering and determined it was necessary to re-design the bid package resulting in Amendment No. 2. The scope of work for this amendment includes revising bid package to include structural support, multiple pump sizes, updating discharge piping, supporting new bid phase, and construction management services.

Public Works has negotiated a fee of $88,749 with Jacobs Engineering Group, Inc., for the additional professional services for this project.

COMMUNITY IMPACT:

This project will provide for a continued robust water supply and assure that the HCW’s downtime during the rehabilitation project is maximized due to the fact that very specific work that needed to be performed has been identified.

FISCAL IMPACT:

Funds in the amount of $88,749 are allocated and available in the Fiscal Year 2024-25 Capital Improvement Plan utilizing Water Utility Funds.
