COUNCIL COMMUNICATION

TO:                                          Honorable Mayor and Council

FROM:                     Pete Pilafas, Fire Chief

SUBJECT:Title

Approve the Cooperative Purchase of Twelve (12) Complete Sets of Structural/Extrication Personal Protection Equipment from Matlick Enterprises D/B/A United Fire Equipment Company (Chief Pilafas)

Body

FUNDING SOURCE:

General Fund

PURPOSE:

To approve the cooperative purchase of twelve (12) complete sets (coats and pants) of Structural/Extrication Personal Protection Equipment (PPE) utilizing the Arizona Department of Environmental Quality Contract CTR050476 under a cooperative purchase agreement, City Agreement No. 500229, with Matlick Enterprises dba United Fire Equipment Company, in accordance with City Code § 3.10.010.3(A)(1).

BACKGROUND:

The City Council authorized the purchase of new and replacement Structural/Extrication PPE as part of the Fiscal Year 2024-25 budget.  All fire suppression personnel must be provided with PPE by the Fire Department.  Every ten years, firefighters' protective clothing is replaced.  The schedule is based on the recommended useful life for PPE established by the National Fire Protection Association.  The Fire Department has been replacing PPE and outfitting each member with two structural/extrication PPE sets over the last couple of years.  The current PPE specification remains the most cost-effective option for firefighter protection.

The City entered into a Cooperative Purchase Agreement with Matlick Enterprises D/B/A/ United Fire Company in January of 2022 for emergency response, firefighting, and safety equipment and supplies.  The Agreement was renewed until June 30, 2025, by Amendment No. 1.

COMMUNITY IMPACT:

The Lake Havasu City Fire Department is responsible for providing critical emergency services to the community. The purchase of Structural/Extrication PPE will ensure that firefighters continue to have the protective equipment necessary to ensure their safety and perform their essential duties.

FISCAL IMPACT:

Funds in the amount of $51,109.68 are allocated and available in the Fiscal Year 2024-25 General Fund within the Fire Department budget for this purchase.
