COUNCIL COMMUNICATION

TO:                                          Honorable Mayor and Council

FROM:                     Tim Kellett, Deputy Public Works Director

SUBJECT:Title

Approve Payment of Mohave County Water Authority Membership Dues for Fiscal Year 2024-25 (Tim Kellett)

Body

FUNDING SOURCE:

General Fund

PURPOSE:

Council approval to expend greater than the $50,000 threshold, for the purpose of maintaining membership in the Mohave County Water Authority.

BACKGROUND:

Water is our most precious resource and Lake Havasu City has been a leader in securing water entitlements of the Colorado River for the future of our community since the Mohave County Water Authority (MCWA) was officially formed in 1995.

The MCWA is a dues-based organization comprised of representatives of the governing boards of Lake Havasu City, Bullhead City, City of Kingman, Mohave Valley Irrigation & Drainage District, Golden Shores Water Conservation District, and Mohave Water Conservation District, all of which had a 4th, 5th, or 6th priority mainstream Colorado River contract with the Department of the Interior for municipal and industrial use.

Historically, MCWA membership dues have been paid under the $50,000 procurement threshold that requires items to go before City Council; however, an increase to membership dues across the board, to better match revenues to expenses and anticipated future costs to safeguard our water resources, resulted in exceeding the threshold.

COMMUNITY IMPACT:

As the Colorado River is Mohave County river communities’ only source of water at this time (there is no ground water backup), MCWA membership reaffirms continued support to work on and explore permanent and shortage supply issues, and to safeguard our most precious resource from outside interests.

FISCAL IMPACT:

Funds in the amount of $53,970 are allocated and available in the Fiscal Year (FY) 2024-25 General Fund budget.

SUGGESTED MOTION:Recommended Action

I move to approve the expenditure of $53,970 for FY 2024-25 to the Mohave County Water Authority to continue the City’s membership with the organization.
