COUNCIL COMMUNICATION

TO:                                          Honorable Mayor and Council

FROM:                     Bill Young, Transportation and Maintenance Superintendent

SUBJECT:Title

Ratify Change Order No. 1 and Change Order No. 2 to the Purchase Order with Holbrook Asphalt, LLC, for HA5 Fog Seal (Bill Young)

Body

FUNDING SOURCE:

HURF Fund

PURPOSE:

Ratify Change Order No. 1 and Change Order No. 2 to Purchase Order (Cooperative Purchase Agreement 500464) with Holbrook Asphalt, in accordance with City Code §3.10.010.3(A)(1) and 3.10.030.1.

BACKGROUND:

On March 12, 2024, Council approved the Cooperative Purchase Agreement with Holbrook Asphalt, LLC, for the application of HA5 Fog Seal on Mainstreet (from Acoma Boulevard to McCulloch Boulevard), Swanson Avenue (from Acoma Boulevard to Smoketree Boulevard), Mulberry Avenue (from McCulloch Boulevard to Swanson Avenue), and Scott Drive (from McCulloch Boulevard to Swanson Avenue), as well as the Island Walking Path, the Island Ball Field parking lot, and Beachcomber parking lot for a total of $184,641.58, plus applicable taxes.

During the course of work, additional traffic control was needed for additional road closures resulting in Change Order No. 1 and the additional cost of $6,063.34.  Obliteration of the existing thermos plastic paint used for letters, stencils, and arrows resulted in Change Order No. 2 and an additional cost of $9,200.

The total additional cost for both change orders is $15,263.34 and will bring the overall cost of the project to $199,904.92, plus applicable taxes.

COMMUNITY IMPACT:

The safety of the community and access to business and multifamily residences required the additional costs for traffic control. Maintenance required for the above-mentioned roads will decrease with the new HA5 application and the usable life of the roads will be extended.

FISCAL IMPACT:

Funds in the amount of $199,940.92, plus applicable taxes are allocated and available in the Fiscal Year 2023-24 Highway User Revenue Fund Budget.
