PURPOSE:
To award the bids for Citywide bulk chemical supply of Public Works and Parks and Recreation Chemicals in accordance with City Code Section § 3.10.030.1 (ITB No. B24-500482). Bids awarded as follows:
• Calcium Hypochlorite (Accutabs and granular) to Univar Solutions USA Inc. (Contract 500523),
• Ferric Chloride to Pencco Inc. (Contract 500524),
• Cationic Flocculant Polymer and C6247 Clarifloc (Cationic Emulsion Polymer) to Polydyne Inc. (Contract 500525),
• Bulk Chlorine to PVS Chemicals Inc. (Contract 500526),
• Sodium Hypochlorite 12.5% and Hydrochloric Acid 31%, Sodium Bicarbonate, Thiosulfate Neutralizer, Soda Ash pH Neutralizer to Hill Brothers Chemical Company (Contract 500482).
BACKGROUND:
On May 15, 2024, sealed bids were received and opened for the Citywide Bulk Chemical supply.
Six bidders responded and the bid tabulation by product is attached. The lowest bidders are:

COMMUNITY IMPACT:
Chemicals are the most effective method of disinfecting water. Calcium Hypochlorite is used in the water distributions system for maintaining disinfection of the City’s potable water supply. Several chemicals are used as pH Neutralizers for the swimming pool at the Aquatic Center. Remaining chemicals are used for various stages in water and wastewater treatment plants, which would impact the quality of water produced.
FISCAL IMPACT:
Funds in the amount of $282,071.99, plus any applicable taxes, are allocated and available in the Water Utility Fund, Wastewater Utility Fund, and General Fund.

SUGGESTED MOTION:Recommended Action
I move to award the Citywide bid for Bulk Chemicals to Hill Brothers Chemical Company, Pencco Inc., Polydyne Inc., PVS DX, Inc., and Univar Solutions and to authorize City staff to exercise the option to renew and issue annual requirement contracts exceeding $50,000, but not to exceed the budgetary appropriation for any fiscal year, for a maximum of four (4) additional twelve (12) month terms.
